Local Lift

The Local Lift program is intended to assist business and property owners in their efforts to increase business activity and foot traffic. Grant funds are to be used for improvements to vacant storefronts to attract potential businesses while at the same time, increasing the sense of public safety for pedestrians. In certain cases, upper-floor improvements are also necessary to attract businesses and investors and enhance the public experience, especially where upper-floors contain boarded-up windows and other signs of disinvestment, abandonment or blight.

To address the specific challenges for ground-floor commercial units in Springfield’s TDI District, successful applicants may utilize grant funds for improvements to vacant, stand-alone units, certain exterior improvements not affixed to the facade such outdoor seating, planters, display cases and bike racks as well as improvements within ten feet of interior space that is visible from the public sidewalk. Limited improvements to upper floors such as repainting or replacing boarded windows would also be allowed. In addition, up to 10% of grant funds could be used for architectural fees, business, marketing and other similar professional services.
